At first I thought it was an intermittent problem with the ISP. But eventually I realized the problem had a particular characteristic: for the duration of the problem, no application could open a new network connection, but existing connections still transferred data. The problem was pervasive: not even DNS lookups would work. Safari didn't think it was connected to the network at all. But sometimes, for a brief moment, Safari could load a page, and then it was back to no connection. This would go on for 15 minutes or so and then everything was back to normal. ...
