Apple today seeded the second beta of an upcoming macOS 10.15.4 update to developers for testing purposes, two weeks after seeding the first beta and two weeks after releasing macOS Catalina 10.15.3.

The new ‌‌macOS Catalina‌‌ beta can be downloaded using the Software Update mechanism in System Preferences after installing the proper software from the Developer Center.

macOS Catalina 10.15.4 includes Screen Time Communication Limits, a feature first brought to the iPhone in the iOS 13.3 update, and it brings a new Head Pointer Accessibility option that allows the cursor to be controlled with head movements using the Mac's camera.

References to AMD processors have also been discovered in the macOS 10.15.4 beta, leading to speculation that Apple is working on AMD-based Macs, but these references could simply be for internal testing rather than evidence of an AMD Mac.

Though not directly related to macOS Catalina 10.15.4, Apple is adding a new universal purchase option for macOS and iOS apps, which will allow Apple device users to purchase one app that works across multiple platforms.

There has come to be a seed of doubt in users' mind when it comes to updating and upgrading macOS and that is not a good thing.
That's true. When i got my first iMac, it ran OS X Lion and when Mountain Lion was released i bought it the same evening! Same with Mavericks. I was a little hesitant to update to Yosemite because I wasn't (and still am not) a big fan of the 'iOS7' look of it. I believe i updated with the .1 release. And after that and reading about some troubles people ran into i never have updated to .0 releases anymore. But since the scathing reviews Catalina got from users (and beta testers) and how smooth my Mojave system was (is) i didn't feel the urge to update right away. But i'm setting my eyes on 10.15.4 and until that time i will play my C&C game daily :)

Does this finally include some AMD 5XXX series GPU driver updates?
I was gonna ask exactly the same, is impossible to use my MacBook Pro 16-inch with an external monitor because of the discrete GPU issue.

I hope this fully fixes the "clicking" and "popping" audio issue on the new 16" MBP once and for all!
